EIGHTY miles north-west of Fukushima’s hulking nuclear corpse, Yauemon Sato, a small businessman, has charged into the solar-power business. Mr Sato has rented land, hired a workforce and lined up ¥80m (.8m) in capital from local investors and banks. His company says it can produce electricity for about 700 households. But the local power utility is refusing to buy more than a quarter of it.
Japan set one of the world’s highest tariffs for renewable energy in 2012, as part of a bid to live without atomic power following the Fukushima disaster. Electricity companies were ordered to pay ¥42 a kilowatt-hour (kWh) to novice producers like Mr Sato. BLACK Friday is an American invention, referring to the day after Thanksgiving in which American retailers place heavy discounts on thousands of products. It has become the biggest day of the year for consumers and retailers alike, kick-starting the Christmas shopping season. Hence, according to one story, its name, because it pushes retailers’ accounts from the red (debit) into the black (credit). This year, British retailers also will be slashing thousands of prices in shops and online, especially in electrical goods. John Lewis, a big department store, is keeping its doors open for the longest time in its 150-year history: from 8am to 10pm. How did Black Friday come to Britain?Given that Thanksgiving is an American holiday, Brits had ignored Black Friday, and had no formal start to the shopping season. Amazon, an American e-commerce giant, claims that it introduced Black Friday to Britain in 2010, but it was only last year that it really took off. In 2013, for the first time, both Amazon and Asda, a supermarket chain owned by Walmart, another American firm, went big on it, and were joined by other British companies. The gathering is a reminder of the heady days, just a few years back, when the Polish government promised to wean the country from dependence on Russian fossil fuels by imitating America’s successful exploitation of shale. Poland would become “a second Norway”, as Radek Sikorski, the former foreign minister, put it in 2010. All that was needed was to open the country to foreign drilling firms, set up a regulatory and profit-sharing structure, open the taps, and watch the methane (and the dollars) flow.Four years later, those dreams are sputtering out. International companies are fleeing Poland, government efforts to create regulations for the sector are flailing, and while a few test wells have been drilled (including the one pictured above, in the eastern village of Grzebowilk), they show disappointing results.“It’s clearly developing below expectations,” says Pawel Poprawa, an oil and gas expert at Poland’s Energy Studies Institute, an advisory firm. Mr Poprawa puts much of the blame on a “slow and incompetent” bureaucracy, which has made life difficult for gas prospecting firms. Pray for warm weather in 2015. For years Ofgem, Britain’s energy regulator, has warned that Britain is running out of power. Towards the end of 2015 the margin between average peak electricity demand and available supply will fall as low as 2%—down from 14% in 2012, and less than half the 5% buffer that many eggheads think is an acceptable minimum. A shortage of spare capacity multiplies the risk that lights will go out during a cold snap or if a big power station breaks down. If nothing is done about it, the chance of blackouts could reach one in four.
The problem has been a long time coming. Copious supplies of cheap coal have encouraged Britain’s coal-fired power stations to burn through most of the operating hours left to them under a European regulation that limits the life of the dirtiest kinds of plant.
