THE Mekong river, sustaining around 60m people, mostly rural and poor, is the world’s largest and most productive inland fishery. It is hardly surprising, then, that NGOs and downstream governments are fretting about the impact of yet another planned upstream dam. On December 11th the Mekong River Commission (MRC)—an intergovernmental body of the four riverside, or riparian, states (Cambodia, Laos, Thailand and Vietnam) along the lower Mekong—held a public consultation over Laos’s plan to dam the river two kilometres north of its border with Cambodia.

AS A sharp winter wind whips up the Irish Sea off the coast of Cumbria in north-west England, a group of engineers—snug in their onshore control room—gaze contentedly at their screens. Almost all of the 108 giant offshore wind turbines that make up the West of Duddon Sands wind farm are flashing green, indicating that they are operating at full capacity.
With a following wind, each turbine at this 26-square-mile (67-square-kilometre) facility can contribute as much as 3.5 megawatts (MW) of electricity to the national grid, enough to provide power for more than 2,500 households per year. That adds up to around 389MW for the whole farm at full capacity, making it one of the biggest offshore wind farms in Britain, though the nation’s largest coal-fired plant can produce ten times that much energy.

ON DECEMBER 3rd the German government announced plans to redouble its Energiewende, or “energy transition”, and accelerate progress so that the country can meet its goal of a 40% cut in greenhouse gases (from 1990 levels) by 2020. The same week, E.ON, a big German utility, announced its decision to split into two companies. One will focus on traditional nuclear and fossil-fuel electricity generation, and the other on renewable energy, electricity distribution and “energy services” for cost- and climate-conscious customers. Both decisions have been seen as evidence that the Energiewende has failed. But what has gone wrong?The Energiewende has two main policy tools: generous support for renewable sources of energy, and an exit from nuclear power by 2022. The government supports renewables by promising those who install solar panels or finance windmills a fixed, above-market price for each kilowatt-hour of energy they feed into the grid. Those renewable sources have grid priority, meaning they must by law be drawn upon before other energy sources, like electricity from coal, gas or nuclear plants.The above-market prices meant that many Germans rushed into renewables, from installing solar panels on barn roofs to buying shares in wind farms. FOR many Germans, E.ON, the country’s biggest utility, is a symbol of stability. But on November 30th it surprised by announcing it would split itself up. In 2016 it will float a new company which will include its power generation from nuclear and fossil fuels, as well as fossil-fuel exploration and production. The rump—which will keep the E.ON brand—will make money from renewable energy, distribution and “customer solutions”, a grab-bag of offerings such as advice, smart-metering and the like. The firm’s boss, Johannes Teyssen, said that as a sprawling integrated utility E.ON could only be “mediocre”. Two focused ones would do a much better job.

AFICIONADOS of fission have had to wait nearly two decades for another public flotation of a firm operating nuclear power plants. The last one, that of British Energy, was back in 1996, and that troubled company has since been taken over. Now investors have the chance to get in on the action in the hottest place in the global nuclear business: China.
China General Nuclear Power (CGN), a state-owned enterprise (SOE) that is the country’s largest nuclear firm, is planning to float shares on the Hong Kong stock exchange on December 10th.
